studios, this is kpix5 news. >> now at 5:00, shots fired on the san jose state campus. the library left covered with bullet holes. this morning, the search is on for the shooter. >> plus, climate activists march all around the world. the events happening right here in the bay area. >> and ahead of this busy fall travel season, we ask an expert what you need to know before you book. >> it is friday, september 20, good morning, i'm kenny choi. >> and i'm michelle griego. it's friyay, and we're saying yay. good morning, mary. >> we're looking at great weather. with temperatures as we head through the afternoon, a little warmer compared to yesterday. maybe you are saying yay, too. temperatures on the cooler said this morning. might want to grab that jacket first thing as you head out the door. here's a live look of the bay bridge. you can see temperatures in the 50s and in the low 60s this morning. taking you through the afternoon, you won't need that

jacket. later today with that sunshine and temperatures warming up to above average for this time of year. for the coast, mid to upper 60s. for the bay, mid to upper 70s. and check out our inland locations. as we head through the day, with plenty of sunshine across our region and we are going to continue with temperatures climbing as we head through the next several days. details on this coming up. how is it looking out there in traffic? >> it's looking busy on 580 early this morning. we have another trouble spot. this just reported by chp. you can see an interesting traffic pattern in our live shot, just as you approach the dublin interchange. there's a slowdown there, probably where that crash is. so you'll see a couple cars blocking lanes. it is reported to be in those middle lanes. that's the case in this live shot. a little slow as you approach the scene. hopefully, less cars on the roadway. east of there, we were dealing with delays anyway. 62 minutes, i think that

improved just a bit. 34 minutes now. much better news. looks like they clear things over to the right shoulder. westbound 280, that's only a 34 minute drive time. much better news, once you hit that trouble spot, traffic is getting around it okay. bay bridge looking good. it is friday light with no delays coming out of oakland, emeryville, as you head into san francisco. >> 5:02 right now. police in san jose are searching for the person who shot a gun multiple times in the downtown area last night. the bullets shattered several windows on the san jose state campus. jackie ward is live near the scene in san jose this morning. jackie, where does the investigation stand right now? >> reporter: the shooter is still out there. police are doing everything they can to locate that person. right now, there is yellow tape, as you can see behind me. we are in front of the martin luther king, jr., library at san jose state. witnesses tell us they heard five gun shots around 6:21 last

night. at least two of those bullets hit windows here at the library, shattering them, destroying them really. three other bullet holes of the parking garage half a block away. also seven or eight stories high. no one was hurt or hit by one of the bullets. university police issued an alert shortly before 7:00 p.m. and told people to avoid the area. in the library when it happened. >> they are like, you can't go through the front, there's a shooting going on. they redirected us toward the back of the library. >> this is the incident involving a gun at san jose state in as many days. campus police arrested a 17- year-old here on campus after they said he made threats on social media. they found him armed with this loaded semi-automatic handgun, ammunition, and a knife. that campus alert was lifted just before 7:00 last night. excuse me, 9:00 last night. if you have any information about what happened, you're

asked to call san jose police at 911. live from san jose state, jackie ward, kpix5. >> i'm anne makovec. the global climate strike is underway. this is something we'll be seeing here in the u.s. in the coming hours. young people across the globe calling for action today to save the planet before it's too late. there are almost 5,000 events taking place in 139 countries. trying to send a message to politicians. this started with student groups and now labor and humanitarian groups, environmental organizations, and even companies are participating in this. we are keeping an eye on some of those demonstrations around the world all morning. back to you. >> as you just saw, young people are leading today's climate strikes and marchs to draw attention to the dangers of climate change. students are also walking out of class today. marlene garcia is an incoming freshman at uc davis. she is organizing today's

strike in davis. it is designed to sound the alarm on the climate crisis ahead of the u.n. summit on monday. >> the climate crisis is something major, where we only have ten, 11 years to solve this. it can be a dead end to everything. your goal is the planet, our animals. >> some students will be delivering letters to city hall as well and school district offices. let's take a live look outside at sfo. things should be getting back to normal this morning at the airport. construction is finally over on one of the busiest runways. chopper 5 captured this scene last night when crews packed up. runway 28 opened up around 8:00. a full week ahead of schedule. it is the second longest runway at the airport. the repairs delayed and canceled thousands of flights since early this month. the construction work was supposed to last 20 days, but crews finished early and the runway reopened a week ahead of schedule. now flights should start

arriving at a higher rate. sfo remains the seventh busiest airport in the country with one of the worst arrival rates. as the fall travel season begins, there's a lot that can impact your plans and we have already seen it with hurricane dorian in the bahamas. joining us now from new york is peter greenberg. good to see you. what do people need to know before traveling during hurricane season? >> reporter: your hurricane season starts as early as june and extends through november. it's all about getting your insurance ahead of time. there is travel insurance that will cover you in the event of a major storm. many resorts will offer you a hurricane guarantee. if your trip is postponed or interrupted, they will fly you back next year at their expense. here's the caveat. you have to buy the insurance before the storm is named. as long as you do that, you'll be in good shape. >> all rit, sounds like great advice. i can't believe how fast this year has gone by. so, when is the best time to

book? >> well, we already know that with the wednesday before thanksgiving is. we know when christmas is. there are no surprises there. the normal rule is 25 to 54 days out. if you don't do it in that window, every day that you delay, your air fare will go up an average $10 to $15. however, there's good news this year and that is when you come by, the power of the u.s. dollar, basically an election cycle in this country. fewer people are traveling for different reasons. and as a matter of fact, that means you benefit because there is so much extra space on planes. not just in this country, but overseas. my buying power in argentina is seven times more than it was three months ago, because they devalue their current si. same thing in turkey. same thing in parts of asia, and then you see the british pound and the euro being depressed because of all the brexit worries. that's been happening all year

round and will extend through next year. if you are thinking about holiday travel, it may be cheaper for you to travel overseas. >> that's a huge difference, from just a short time ago. all right. cbs travel editor, peter greenberg, thank you so much. >> time right now, it is 5:08. as we take a live look in houston, texas, where several barges broke loose and struck this bridge. this as tropical storm imelda turned deadly. this morning, many people are struggling to clean up after this storm dumped devastating rains in the area. imelda continues to unload dangerous flash floods. two people are dead and dozens of communities have already evacuated. at least 40 inches of rain fell, making some roads and freeways impassable. some people are now forced to abandon their homes and cars and officials in harris county say there have been more than 1700 high rescues. for some, imelda is bringing back the horror when hurricane

harvey struck two years ago. >> the thought of losing everything in my house and restarting everything again. >> got the things that were important and put them in my backpack and walked out. the water was about knee high. >> and overnight, rescue teams worked to clear the freeways of abandoned cars. some places won't see flood waters recede until this weekend. >> this morning, the nation's top housing official is catching some heat for comments he allegedly made about transgender people while visiting san francisco. according to the washington post, hud secretary, ben carson, expressed concern about quote, big hairy men coming into women's homeless shelters. the post reports he also said he is unhappy that society no longer seems to know the difference between men and women. carson visited hud san francisco office this week and people who were there tell the paper many were shocked. a hud spokesperson told the post, quote, the secretary does not use galang to refer to transgendered

individuals. any reporting to the contrary is false. in oakland this morning, police are looking person who vandalized this banner outside the offices of the oakland gay mens chorus. called for members of the group to die. the group scribbled over the hateful words and members say they are figuring out the best way to get rid of the offensive markings and restore the banner to its previous condition. time now is 5:10. a democratic presidential candidate just dropped out of the race. we'll tell you who coming up. >> plus, a white house reversal. we'll tell you about that and the change of heart on immigration and why an east bay woman says it will save her life. a strong ridge of high pressure building in and that means temperatures will be on the rise. the start of a warmup begins today. i'll let you know what you can expect in your neighborhood coming up. >> and we've had our eye on 580 this morning. two separate trouble spots. looks like one is in the clearing stages. i'll tell you what that means

polls over the last couple of months. he did not qualify for the last debate. now early in the campaign, he vowed to take on president trump whom he called a bully. at this point, he contributed all he can to this race. he's not yet endorsing another candidate. back to you. >> anne, thank you. time now is 5:14. the trump administration has had a change of heart on a major immigration policy. immigrations and custom enforcement will allow deferred action request to let patients and their family members stay here in the u.s. to receive life saving medical treatment. this morning, that reversal could save an east bay woman's life. 24-year-old lives in concord with a rare genetic illness. last month, she was told she had 33 days to go back to guatemala or be deported. she was invited when she was seven years old to join a clinical trial that saved her life. her doctor said if she left the country, she would die. last week, she testified on capitol hill to urge lawmakers

from both parties to push back. while she has not received notice that she can stay, she and her family are quote, cautiously optimistic. we now wait to see whether our case will be approved as well as confirmation on the future of the program in order to give families like mine the assurance that our lives won't continue to be threatened. east bay congressman helped lead the effort to keep bueso in the country. we will continue to press the administration for answers and assurances that this program is safe from future targeting, but in the meantime, we breathe a sigh of relief. ice receives around 1,000 deferred action requests every year. many for medical or family reasons. most of them are not approved. >> 5:15 this morning. the fda vaping. health offic say mopeople have the cdc expects that number to go up. most patients say that the products contained cannabis with thc, but researchers are still unsure what exactly is

causing the illness. >> we don't have a single substance product, additive, or brand that is identified in all of the cases. until we know more while this investigation is on going. while you have health concerns, we recommend you consider not vaping and not using e- cigarettes. >> the trump administration is now moving to ban the sale of flavored e-cigarettes. let's take a live look right now at ocean beach in san francisco where lawmakers want to ban smoking at all state beaches. violators would face a $25 fine. this morning, the proposal needs the governor's signature. the proposed ban comes before tomorrow's 35th california coastal cleanup day. since 1989, records show that 7 1/2 million signature butts have been picked up at the annual event. that's 37% of all trash found s some smoking bans reduced the amount of butts found on beaches as much as 60%. this morning, muni is

cutting traffic on the streetcar line. there aren't enough operators. this affects the f market line. it takes extra training to operate those streetcars. >> 5:17. as we check muni, mass transportation, and the roads with jenna. >> those streetcars, very popular with tourists. it's too bad to hear that. it's cool to see that going down. checking the roadways right now. our hot spot has been 580 all morning long. we had a big rig crash, a big rig hit another big rig near grant line westbound 580. they cleared that out of lanes. we have this second trouble spot at isabel and working on getting this out of the two right lanes as well. we're seeing an interesting traffic pattern as you work your way westbound. not too far from where that crash is near isabel. so, we're seeing some interesting movement here. they are moving over to the right side of the roadway. looks like we are seeing that activity stuck in lanes. slow and go. it is improving just a bit.

we have a crash coming out of tracy 205 at mountain house. that's also in the clearing stages. your drive times looking better. 42 minutes, 205 to 680. pack your patience if you're hopping on 580 this morning. the rest of the bay area, very quiet. east shore freeway, very easy as you hit the roadways. 14 minutes, highway 4 to the mcarthur maze. not seeing any brake lights as of yet. 26 minutes. that's it to go from antioch over to hercules. and out of the south bay. over towards sfo, that will take you 36 minutes this morning. so, looking good for most of the bay area. bay bridge, light here. looks like traffic is clear as you head out of oakland into san francisco. not a lot going on there. an easy ride through there. most of our bay area bridges are quiet. in fact, no delays out of marin county. 101 drive looking good out of san rafael into san francisco. give yourself 11 minutes to make that trek from the richmond san rafael bridge,

high pressure builds in. and as we look ahead to next week, hotter, dryer weather. and with offshore winds, we have an increased fire danger. so watching that closely for you. here's the reason why. the strong ridge of high pressure moving in for us. it will be the dominant weather feature over the next several days. that ridge continues to build and strengthen as we go through this week and next week as well. on future caking yo u can see all of that sunshine for tomorrow morning. a clear start to the day. and then that afternoon sun. temperatures on saturday will be the warmest that we've seen this week. and as we look ahead to next week, that ridge of high pressure moves even closer and we're going to start to get stronger offshore winds by next week. so we are going to be heating up and with those offshore winds, that higher fire danger. so elevated fire weather risk as we head through next week. of course everything is just so dry out there. so watching that closely. temperatures for today though, we are looking at highs above

good morning to you. a little bit more milder for oakland and san francisco in the low 60s. 57 right now in san jose. taking you through the day, temperatures will be warmer compared to yesterday. we are looking at above agtempu that warming trenstarts today through the weekend. 87 for a high in concord and for livermore. looking at mid 80s in san jose. 79 in oakland. and 74 in san francisco. we'll talk about that weekend forecast coming up. how is it looking in traffic? >> it is pretty busy, mary, taking 580 this morning, head's up. we have a couple crashes. one in the clearing stages at grand line. that's our slowest spot. metering lights are on. we're see ago slow ride as you work your way westbound into san francisco. sluggish conditions there. the good news is, it's friday light heading into the city. closer look here at this trouble spot along 580. you can see lots of red. coming away from 205, connecting out of tracy. you have a lot of brake lights.

this crash near isabel, looks like it's blocking one lane. that will you down. chp says an hour until they tow it off the freeway. a couple big rigs got tangled up. it looks a little bit better here. we were seeing interesting traf traffic is improving here as you connect over to 680. >> i'm jackie live in san jose where police are still searching for a person who shot off multiple gun shots last night on the san jose state campus where we are this morning. still see that cautious tape is up. those gun shots shattered multiple windows here at the dr. martin luther king, jr., library on campus. witnesses tell us they heard five gun shots around 6:21 last night. at least two bullets hit windows of the martin luther jr. library. three other bullets riddle a glass elevator shaft of a parking garage half a block away. also 7 or 8 stories high. no one was hurt or hit by any

of the bullets. university police issued an alert shortly before 7:00 p.m. and told people to avoid the area. one witness describes the response they saw after the gunfire. >> shots fired, sirens, and looked out here. >> this is the second incident involving a gun at san jose state in as many days. campus police arrested a 17- year-old here on campus after they say he made threats on social media. they found him armed with this loaded semi-automatic handgun, ammunition, and a knife. the campus alert was lifted just after 9:00 last night. san jose police are asking that if you have any information regarding this case to call 911. live from san jose state, jackie ward, kpix5. >> a new lawsuit has been filed in that dive boat tragedy in southern california. that surviving crew member is now suing the owners of the

boat. he claims the staff wasn't properly trained. this is the ten page complaint filed by conception crew member, ryan sims, suing truth aquatics and conception's owner, in the suit filed last week, sims claims the boat shouldn't have been operating. the owners were negligent, and failed to properly train crew members. the complaint also says sims broke his leg after trying to escape the fire. >> he tried to get down a ladder, flames had engulfed the ladder and so the crew that was on the bridge had jumped down to the main deck and one had broken their leg. >> this is video of sims being carried away by emergency crews after breaking his leg. sims is also accusing the company of failing to provide adequate safety equipment and says the boat wasn't properly inspected. i'm anne makovec. let's go live to houston,

texas, where there is major flooding right now. you can see -- you have waterfront property there. the entire lawn of that house has been flooded. this is widespread throughout the area and causing an issue. we have video from about an hour ago of some barges that are now lodged on a very popular bridge. that is because they broke loose near i-10. this is the san joaquin river, due to tropical storm imelda. strong currents sent those barges toward the bridge around midnight. the freeway is still closed right now as crews look for damage. they are limited in what they can do right now. so far, imelda has been blamed for two deaths in texas and louisiana. back to you. >> cal state university is warning students about counterfeit pills that may be laced with fentanyl. last weekend, campus police responded to a student who appeared to be having an overdose. officers used narcan to reverse the side effects and the

student took counterfeit percocet that contained fentanyl. >> our police department started carrying narcan in their vehicles. that was a way for us to be proactive and anticipate with the uptick nationally. >> campus police say this is the first time that officers have had to use narcan. >> drug dealing on the streets of san francisco has driven out a long time bar owner and now he says he has had enough. the open air drug sales at market and 7th just across the street from the federal building have plagued businesses there for years. but even as the city pushes to clean up the streets near city hall, the owner of the now closed mr. smith's bar says it's just not working. >> i'm dealing with organized drug dealers on my corner every day. i don't know the details or where the breakdown in the situation is. i do know police are working their tails off. it's not there. >> people are not being held accountable for their actions

consume can bring your carbon footprint down to size. a california joins the meatless craze. that story and much more in money watch. >> good morning. mixed day on wall street. the s & p 500 finished flat. long-term mortgage rates shot up, but are near historic lows. according to freddie mack, the average increased from 3.5 to 3.7%. a year ago, the average was 4.6%. the average rate on the 15 year, which is popular, declined to 3.2%. and another company is trying to make the impossible, possible. impossible burger makes its grocery store debut today. it will be available at markets. it will retail for nearly $12 for a 9-ounce package.
